Israel’s Channel 12 has revealed details of a side letter provided by the United States to Israel as part of the newly brokered ceasefire agreement with Hezbollah. The letter, reportedly aimed at reinforcing Israel’s security assurances, outlines Washington’s commitments to supporting Israel’s right to defend itself against threats from the Iran-backed group operating in Lebanon.
According to the report, the letter commits the United States to sharing intelligence with Israel about potential violations of the ceasefire, including attempts by Hezbollah to infiltrate the Lebanese Armed Forces (LAF) which will be deployed in southern Lebanon under the agreement. This intelligence-sharing mechanism is intended to ensure that both parties remain informed about risks that could destabilize the fragile truce.
According to the report, the U.S. also reiterates its broader commitment to curbing Iran’s destabilizing activities in Lebanon. This includes efforts to prevent the smuggling of Iranian weapons to Hezbollah, a longstanding concern for both Israel and the international community.
The letter reportedly underscores Israel’s right to respond to threats emanating from within Lebanon, provided such actions align with international law. In the event of a ceasefire violation by Hezbollah in southern Lebanon, where the group is required to withdraw, Israel will retain the right to act immediately.
However, outside southern Lebanon, Israeli action will be contingent upon the inability or unwillingness of the LAF to address ceasefire violations. Should Israel decide to take unilateral action against threats elsewhere in Lebanon, it must notify the United States wherever possible, according to the letter.
Another key provision reportedly permits Israel to conduct reconnaissance flights over Lebanon for intelligence-gathering purposes. The flights must comply with specific restrictions, such as refraining from breaking the sound barrier, to minimize provocation.
The side letter underscores the strategic partnership between the US and Israel, particularly in addressing shared concerns about Hezbollah’s influence and Iran’s regional ambitions. By outlining Israel’s rights and the parameters for its defensive actions, the document seeks to balance the terms of the ceasefire with the need for robust security guarantees.
